Each file has to include the Librivox disclaimer at the beginning, to show that the reader has dedicated it to the Public Domain. Once in the Public Domain, the individual files can become separated, so it has to be included on each one. It isn't really a problem with long files, but I myself agree that it can be a bit irritating if the files are very short.

In recent solo recordings, soloists have had the choice to read a much shorter disclaimer on second and subsequent chapters.

So, yes, it is the same if you download the files. (The in-browser player plays the 64KB files.) And yes, there is a way round it if you want to do a bit of work yourself. :D The files are all public domain so you can do whatever you like with them - including downloading the files and chopping off the beginning.
